Brazil is embarking on a groundbreaking journey by launching a national identity program underpinned by the transformative power of blockchain technology. This ambitious initiative aims to bring digital identity to over 214 million Brazilians, marking a significant leap in technological innovation and data security within the nation.
The initial rollout of this groundbreaking program will occur in three states: Rio de Janeiro, Goiás, and Paraná. These states will be at the forefront of issuing identification documents using blockchain technology. The implementation of this initiative will be facilitated through a private blockchain developed by Serpro, Brazil’s national data processing service. In a government decree issued on September 25, it was announced that the entire country would have the capability to issue identity documents using blockchain technology by November 6.
The choice of blockchain technology for this digital identity project is driven by its inherent strengths, including immutability and decentralization. Alexandre Amorim, President of Serpro, underscores the pivotal role of blockchain in safeguarding personal data and thwarting fraudulent activities. The b-Cadastros blockchain platform, which forms the backbone of the National Identity Card project, significantly enhances security and reliability, providing Brazilian citizens with a more secure digital experience.
The national ID project holds immense significance for Brazil on multiple fronts. One of its primary objectives is to combat organized crime effectively. Additionally, it aims to foster collaboration among various government sectors, offering a streamlined and simplified approach to accessing public services while optimizing administrative records.

This move towards digital identity is part of a global trend, with similar initiatives being undertaken in various regions. Notably, the city of Buenos Aires in Argentina recently unveiled plans to enable residents to access their identity documents via a digital wallet.
In recent years, Brazil has been diligently working on unifying identity issuance procedures across its nearly 30 states. The adoption of blockchain technology represents a significant milestone, allowing for more secure data sharing between the Federal Revenue and other government departments.
In addition to the national identity program, Brazil is making strides in the realm of digital finance. The country is on the cusp of introducing a central bank digital currency (CBDC) known as Drex. This initiative aims to expand business access to capital through a tokenization system linked to Drex. However, it’s worth noting that the Drex code has raised concerns among developers, as it appears to grant central authorities the power to freeze funds or adjust balances.
As Brazil continues to embrace blockchain and digital technologies, it positions itself at the forefront of innovation and digital transformation. These initiatives have the potential to reshape the nation’s economic and administrative landscape, making it more efficient, secure, and accessible to its vast population.
